CBRN Counter-Terrorism Capability Development

To address National, Regional and International counter-Chemical, Biological, Radiological, and Nuclear (CBRN) requirements, BWM Consulting Ltd offers a solution to capacity build and capability enhance, and potentially generate new elements of specialist response. This includes planning to build capability, contingent planning, operational delivery integration, role-specific & multi-agency training, and assistance with resource acquisition against qualitative objective outputs.

Examples of recent CBRN capability development projects include:

  • Currently, we provide the lead capability developer for the Organisation for the Prohibition of Chemical Weapons (OPCW) delivering capability development solutions to provide specialist Counter-CBRN capabilities within East and West Africa, and the Caribbean. This involves the amalgamation of national, regional, and international development programmes to create a consolidated solution.
  • We provide lecturers to the University of Lincoln and the University of Wolverhampton for Forensic degree and Emergency Management MSc courses respectively.
  • We assist the European Commission’s counter-Radiation terrorism project to develop international response to such an incident.
  • In 2015 we assessed the training outputs of the national Joint Emergency Services Interoperability Programme (JESIP).
  • Also in 2015, we assisted the European Union FP7 Horizon 2020 project to integrate three concurrent counter-CBRN water terrorism projects through an understanding of the practicality of such attacks and how their technical and academic products could be utilised to meet such a threat.
  • BWM provided training developers in 2015 to specify the technical provenance and scenario development for an e-course in counter-CBRN for the Centre for the Protection of National Infrastructure (CPNI).
  • From 2012 to 2014, we were the project lead for the definition of the UK Army future CBRN capability through MoD Niteworks programme. This required a root and branch analysis of the requirement and a subsequent justification of the new requirement.
